On Thursday, November 29, 2012, the U.S. Department of Health and Human Services (HHS) Secretary Kathleen Sebelius announced the inclusion of a rule in the frame work of the Affordable Care Act (ACA) explicity listing HIV/AIDS as a chronic condition.
This major announcement is keyed to goals of the National HIV/AIDS Strategy (NHAS) and allows states to receive extra federal funding to support high-quality coordinated care through Health Homes for Medicaid beneficiaries with chronic health needs. The goal of a Health Home is to treat the whole person, coordinating all their care from primary and acute care to behavioral health and long-term services.
The National Minority AIDS Council is pleased with the recent addition to the law and expects it will increase avenues for health care access and reduce health disparities for people living with HIV/AIDS.
